When preparing a grant agreement, each beneficiary selects one or more legally valid signatories for the project and each of them can sign online. Once all the data has been validated by the partners and the coordinator, the Declaration of Honour (DoH) (electronically) is signed by the legal signatories of the project (PLSIGN). After the signature of the declaration on honour by all parties, the coordinator transmits all data and declarations to the European Commission. At UNIGE, all financial and contractual issues are clarified by the principal investigator. The signature of the “Self-conformity assessment” form is mandatory at this stage. The DoH must be approved/signed by the unige principal investigator and the vice-rector responsible for research prior to electronic signature by plsign (Research Services – Euresearch). If the JRC is eligible, it must sign Annex 3b (not Annex 3) as the membership form. The JRC and the Commission must sign the online management agreement at the time of signing the grant. Please use the My Projects page of the Funding and Tendering Portal to prepare your grant by entering the required data and signing your grant agreement online. This data will also be available in PDF format. You will receive email notifications about all the steps you need to take for the preparation of the grant. More information can be found in the list of all notices related to grants and their recipients. Before signing the first Horizon 2020 grant, the legal representative of each beneficiary shall appoint a representative appointed by a legal entity (LEAR).
For this purpose, the legal representative signs a paper document in blue ink. Learn more about the LEAR nomination. Following the positive evaluation of the proposal and the European Commission`s funding decision, the coordinator will receive a call from the European Commission to prepare the grant agreement, as well as the summary evaluation report and all relevant information on the procedures to be followed for the grant agreement. The coordinator informs all partners. Marie Slodowska-Curie actions, unlike other European projects, include a grant agreement with an amended Article 32. The responsibilities are, of course, linked to the Charter and the Code, but the article focuses on the employment contract, the supervision of the researcher, etc. You can check the responsibilities of the item in the AMGA. At accelopment, we have completed many funding preparations, under Horizon 2020 and previous EU framework programmes, Eurostars and others. Our experts know the process by heart, can anticipate potential bottlenecks, and are able to gather all the necessary information and fill out the required forms within a tight time frame.
Normally, the EC prescribes a tight timetable for the signing of the grant agreement, and it is therefore very important that all CERN departments concerned are directly involved or are fully informed of the preparation of the grant agreement and related documents. For ERC grants, the ERC supplementary agreement must be signed. Please note that the UNIGE grant agreement (for UNIGE project coordinators) and Form A (for UNIGE project partners) must bear the handwritten signatures of the principal investigator and vice-rector before they can be signed electronically by PLSIGN, the entire process being coordinated by RS. Once the funding proposal has been selected, the project coordinator will receive the summary evaluation report and will be invited to prepare the grant agreement. The grant agreement is signed between the coordinator and the EC and is deemed to have entered into force on the day of the last signature (that of the EC Director responsible for the programme). The other project participants sign membership forms to join the grant agreement. For more information, see the H2020 annotated grant templates. All this is done electronically via the participant portal. Before the grant agreement can be signed, the PLSIGN of each beneficiary must sign a declaration on their honour (“grant declaration” in the system) according to the same procedure as described in point 3. See the sworn declaration template for general grants and a separate honour template for low-value grant agreements. This process summarizes the main steps to complete the signing of your grant agreement: Signing the consortium agreement for cooperation projects If the consortium has decided not to sign its grant during the funding preparation phase, it can start the termination process via the grant management IT tool. Read the detailed screens and descriptions in the on termination before signing the grant.
The Commission prepares the grant agreement for signature. A digitally sealed PDF document to ensure its security, reliability and authenticity is provided via the electronic exchange system of the Financing and Tendering Portal (My Area). Horizon 2020 (H2020) is the Framework Programme established by the European Commission as a funding tool for research and innovation activities. Grant agreements are contracts signed between beneficiaries and the Commission. The signing of these contracts sets out the obligations of the beneficiaries. Here you can check the commented model of the grant agreement (AMGA). Responsibilities arising from the management of human resources in research are dealt with in Article 32 of the AMGA under the heading “Recruitment and working conditions of researchers”. In particular, this article shows that beneficiaries must take the necessary measures to implement the principles of the Letter to Researchers and the Code of Conduct for the Recruitment of Researchers, called the Charter & Code.
These principles apply to the following: PLSIGN signs amendments to grant agreements and PFSIGN signs financial statements according to the same procedure. Preparing for funding is a well-structured process with tight deadlines and many administrative tasks. During this time, the funding agency and the successful applicant negotiate the future contract, the grant agreement. For example, in Horizon 2020 (H2020), this process should take a maximum of 3 months according to H2020 rules. however, sometimes and in practice it takes a little longer. Successful applicants will be notified within 5 months of submitting the proposal in 2020. This is the beginning of grant preparation. Finally, all beneficiaries sign the declaration on their honour and the grant agreement.
In addition, a supplementary agreement must be signed for ERC grants and an additional consortium agreement must be concluded for joint projects. Also watch the video on “Electronic Signature of Grant Documents” The negotiation process involves several steps – from the preparation of the updated proposal to the signing of the grant agreement – and requires the project coordinator and his or her project partners to meet a number of formal requirements….
